Sudden bouts of frost, plummeting temperatures, rainfall and even hail across Europe have left an air of uncertainty hanging over the heads of growers. According to Philippe Binard, general delegate for European fresh produce industry forum Freshfel, “unprecedented frosts” in multiple European countries have left a trail of destruction across several crops, including stone fruit, apples and pears.
EU officials have begun scoping out ideas and priorities for the next phase of the bloc’s Common Agricultural Policy (CAP), which is due to take effect from 2021 onward. The CAP governs the bloc’s support for its 22 million agri-workers, with a current annual budget of €59 billion according to EU figures. According to German grower Florian Amberger, EU subsidies are useful but not essential, even after a poor potato season on his Rhineland farm. Winter grain and oilseed crops are generally in good shape in the European Union after unusually warm weather in the past month, with dry areas of Poland and the Baltic also benefiting from rainfall, the EU's crop monitoring unit said on Monday. Weather conditions in the EU have generally been favorable for the sowing of winter wheat, the MARS service said in a monthly report.
The Queen and one of the richest men in London, the Duke of Westminster, are among the biggest winners from this year's payment of farm subsidies. The Duke, who owns most of Mayfair and also Grosvenor Farms Limited, was paid £562,786, while the Duke of Marlborough, a member of the Churchill family, was paid £452,944 in subsidy for the Blenheim Farm Partnership based in Woodstock, Oxfordshire.
The main objectives set out for the Commission Communication "Preparing the Health Check of the CAP reform" of 20 November 2007 were to assess the implementation of the 2003 CAP reform, and to introduce those adjustments to the reform process that are deemed necessary in order to further simplify the policy, to allow it to grasp new market opportunities and to prepare it for facing new challenges such as climate change, water management and bio-energy.
