The new law regulates relations between insurers and agricultural producers arising in the process of insurance in the agricultural sector, as well as the relations established between them and public authorities in connection with the subsidization of insurance premiums by the state (between the insurer, the policyholder, the beneficiary of the insurance, as well as the state in terms of subsidizing insurance premiums in agriculture). Both individual agricultural producers and groups of agricultural producers can act as insurers. Only holders of licenses issued by the NCFM to carry out activities in this type of insurance can be insurers. The document stipulates the objects of quantitative and qualitative insurance of agricultural crops, and also details the risks against which an agricultural producer can be insured: extreme drought; hail; flooding, heavy rains, pest infestation. It also provides for several categories of insurance objects (perennial plantations, animals, animal health, fish, and bee colonies) and the corresponding risks to each of them and the procedure for establishing the insured amount. The document describes the requirements for the insurance contract, specifies the procedure for determining the insurance premium and insurance rate. There is a fixed limit that the insurer can use to cover management costs - 15% of the amount of the signed premium. It is also stipulated that insurers (or insurance beneficiaries) will be able to pay insurance premiums in several tranches. Separately, the basic conditions for insurance of agricultural risks are presented, according to which the state provides subsidies, in accordance with the list of risks and agricultural assets approved by the government, the premiums for which are subsidized from the National Fund for the Development of Agriculture and Rural Areas.
