Vietnam - Support to six Northwest mountainous provinces in natural disaster adaptation

The Prime Minister Nguyen Xuan Phuc has recently worked with the leaders of six Northwest mountainous provinces including Lao Cai, Ha Giang, Yen Bai, Dien Bien, Lai Chau and Son La on the project “Rural development in natural disasters adaptation”. The Prime Minister highlighted the common characteristics of the 6 Northwestern provinces such as: high rate of poor households,frequently suffered from heavy losses due to natural disasters. According to the Prime Minister, it is necessary to speed up the implementation of the project to bring practical results in the construction and development of rural areas in these provinces. The Prime Minister requires the effectiveness of the project with the specific responsibility share for each ministry, branch and locality with each specific task. The Prime Minister instructed the Ministry of Finance to negotiate with partners to have the best interest in attracting funds for the project; to develop the different lending mechanisms such as mixing mechanism, partial allocation and lending for implementation. With a total investment of 2,903 billion VND (129.4 million USD), the natural disaster adaptation rural development project in six northwest mountainous provinces has the common goal of developing small-scale rural infrastructure to increase crop and livestock productivity and increase the value of agriculture in the manner of sustainable way to contribute to comprehensive rural development in the region. The project aims to invest on rural infrastructure through adaptation measures to improve operation and maintenance towards climate-resilient and climate change adaptation, contributing to mitigate the negative impacts caused by natural disasters in rural,highland and ethnic minority areas in the 6 provinces The project consists 78 sub-projects in the fields of irrigation, river regulation, anti-erosion control, road construction. It is expected that about 420,000 households will getdirect benefits such as easy access to agricultural material providing units and access to markets, increasing yields of crops and high-value animals suitable for mountainous areas, especially its reinforcedclimate change resilience and adaptation to increasing climate change impactsin these provinces. The project has been prepared for a long time since 2016 and designed based on the successful results of the JICA technical cooperation project in some provinces in Vietnam. JICA proposed to expand this project to 06 northwest mountainous provinces: Lao Cai, Ha Giang, Yen Bai, Lai Chau, Dien Bien and Son La.
