The Cooperation Department of Odisha has issued show-cause notices to the Additional District Magistrates (ADMs) and PMFBY Nodal Officers of six districts for severe negligence in uploading Crop Cutting Experiment (CCE) data under the Pradhan Mantri Fasal Bima Yojana (PMFBY).
The action follows persistent failures in adhering to online data mandates, which now threaten to block crop insurance compensation for hundreds of affected farmers. The notices were issued by Commissioner-cum-Secretary of the Cooperation Department, Rajesh Prabhakar Patil, IAS, on October 27, 2026.
Broken Undertakings and Offline Lapses
According to the official communication, the Government of India had previously made it clear that starting from the Kharif 2025 season, offline CCE data would no longer be accepted for yield calculation and loss assessment. Although a final exception was made for Kharif 2025 after a departmental undertaking, ADMs had explicitly promised that all subsequent CCEs would be captured online via the CCE-Agri App.
However, during the Rabi 2025–26 season, multiple CCEs were carried out offline in violation of these commitments. As a result, the central government has refused to permit the uploading of this offline data onto the National Crop Insurance Portal (NCIP), risking the complete forfeiture of insurance claims for farmers in the defaulting districts.
Bottom-Tier Performance Versus Exemplary Districts
The department highlighted a sharp contrast in administrative performance across the state. While districts like Boudh, Deobagada, Nuapada, and Nayagada successfully achieved over 100% online CCE completion, the performance of the following six districts hit rock bottom:
Bhadrak
Sundargagada
Baleshwar
Dhenkanal
Anugola
Gajapati
Strict 7-Day Deadline
The defaulting ADMs have been directed to submit their written explanations within seven days, detailing the exact reasons for the deviation and outlining corrective measures taken or proposed. Failure to provide a satisfactory response will invite strict administrative recommendations against them to their parent departments for causing irrevocable loss to insured farmers.
Copies of the notice have been shared with the respective District Collectors, the Director of Economics and Statistics, the Director of Agriculture and Food Production, and the central PMFBY Director, alongside top state administrative offices to ensure strict accountability moving forward.
