Philippines - PCIC: Over 80% of farmers’ insurance claims released within 20 days

The majority of insurance claims of farmers and fishers have been released within the standard 20-day processing period in 2025, according to the Philippine Crop Insurance Corporation (PCIC).

“In 2025, we're computing at 80 or even higher, at 90 percent, within the standard 20 working days,” PCIC President Jovy Bernabe told reporters in an interview on the sidelines of the partnership signing with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on Monday.

Bernabe said the state-run firm’s digitalization and modernization efforts have helped ease the release of claims.

Satellite imagery was used to estimate agricultural damage in geo-tagged farms, which enhanced the insurance release.

The current satellite-based mapping, however, is limited to the assessment of damage caused by the effects of the Tropical Cyclone Wind Signal (TCWS), he said.

“That's only for wind speed. We're still developing (how to assess damage from) flooding kasi wala pa tayong data talaga (because we still don’t have data) on how to measure flooding,” Bernabe said.

“We're trying to look for a good partner na magbibigay sa atin ng flooding data para hindi na tayo pupunta doon (that can give us flooding data so that we no longer need to go to the field to conduct assessment) for flooding.”

The PCIC is now studying possible partnerships with private stakeholders for flooding data providers to enhance the procedure for subsequent claims of farmers and fishers.
