The ongoing drought has been impacting fruit production in France and fruit growers are concerned about the increasing number of weather incidents and the seriousness of the consequences on their crops.

The French Federation of Fruit Growers (FNPF) has therefore been insisting for several years on the need for a reform of the crop insurance system that would include prevention, insurance and national solidarity.

The framework set for the future reform does meet our expectations, but it will now depend on the technical parameters that can make the reform effective or ineffective according to their relevance. And given the challenges for the future of fruit growers, the FNPF considers that this reform must be ambitious or it should otherwise be postponed instead of being ineffective.

Several principles must therefore be incorporated:

• the Omnibus regulation which must be fully and completely implemented to provide a subsidy level of 70% from 20% of the franchise;

• The guarantee of equal treatment between the sectors;

• A reform that meets the commitments made by the French president, particularly in terms of finances;

• A reform covering quality losses and taking into account the prevention measures implemented by producers.

While food sovereignty is at the heart of the government’s strategy and the expectations of the French, this reform must not be a failure.

It is a matter of responsibility.
