A parliamentary committee recommends the inclusion of damages caused by stray animals in the government's crop insurance scheme, PMFBY, and proposes financial incentives for paddy farmers to discourage crop residue burning. It suggests free crop insurance for small farmers to ensure financial stability and investment in better farming practices.

A parliamentary committee has urged the government to broaden the scope of the Pradhan Mantri Fasal Bima Yojana (PMFBY) to include compensation for crop damages caused by stray animals. The committee further advocated for financial aid of Rs 100 per quintal to paddy farmers to deter the burning of crop residues.

In its report presented to the Lok Sabha, the Parliament Standing Committee of Agriculture, Animal Husbandry, and Food Processing highlighted the need for free compulsory crop insurance for small farmers owning up to 2 hectares of land. The committee believes that this could serve as a financial safety net and encourage investments in enhanced agricultural practices.

Additionally, the panel recognized the environmental issues stemming from the widespread practice of burning crop residues. They proposed a comprehensive approach involving policy measures, farmer education, and financial incentives to promote alternative methods for managing crop residue effectively.
